Controversey Surrounding Article 23

Article 23 of the Basic Law of the Hong Kong Special Administrative Region of the PRC has generated considerable controvsey and protest. The Article reads:
  • "The Hong Kong Special Administrative Region shall enact laws on its own to prohibit any act of treason, secession, sedition, subversion against the Central People's Government, or theft of state secrets, to prohibit foreign political organizations or bodies from conducting political activities in the Region, and to prohibit political organizations or bodies of the Region from establishing ties with foreign political organizations or bodies."

A number of organizations have sprung up to monitor or oppose legislation that has been proposed under this Article.

  • One group, called simply "Article 23," has a website in both Chinese and English that lists background materials and regularly-updated news on the issue.
  • Another website is the Civil Human Rights Front, all in Chinese, which includes links to various relevant organizations, articles on the controversey, and so on.
